In Murmansk, a man opened fire from the roof of a residential building on Kolasky Prospekt, 10, the Governor of the Murmansk Region Andrei Chibis said. Chibis asked residents to “observe elementary security measures”: to extinguish the lights, move away from the windows and “do not risk the sake of” hot “video”.

After 40 minutes, Chibis wrote that the shooter was “neutralized” without explaining what this means. The TASS agency with reference to the Russian Guard at first wrote that the shooter was “neutralized”, then that he was injured.
