Napso was elected State Duma deputy from the LDPR party in 2021. He was the deputy chairman of the Committee on State Construction and Legislation. The Commission on Deputy Ethics said that the basis for early termination of powers was the non -fulfillment of the deputy within 30 or more days of his duties to take personal part in the State Duma meetings. According to the State Duma, since April 2023, Napso “was periodically on sick leave, and in the days between them was absent at work.” In total, he has not been in the State Duma for about two years, more than 200 days of which – without good reason. In addition, the commission claims that over the past two years, Yuri Napso has been living not in Russia, but in the United Arab Emirates. The deputy himself said that the conclusions that he was absent in the workplace for more than 200 days without a good reason – hasty, and the method of calculating this period contradicts the legislation. “Hasty conclusions were made. The question was not deeply studied, because they did not take into account that the law states that calendar days are days going one after another. And they added the total days that were between vacations without detention and between sick leave during remission, and it turned out for more than 200 days, ”he said to RBC. According to him, he was never absent in the workplace for more than 30 days in a row. Napso noted that due to illness, doctors forbade him to lead a sedentary lifestyle, including moving in transport. He argued that over the past two years he was present at the meetings of the Committee remotely and held citizens’ receptions. In October 2024, the Central District Court in Sochi satisfied the lawsuit of the Deputy Prosecutor General of the Russian Federation against the withdrawal of enterprises, land plots and real estate property.
