The solution comes into force immediately – this means that the Taliban will be excluded from the list of terrorist organizations. The meeting of the Supreme Court was closed. The Taliban move, which came to power in Afghanistan in 2021, was recognized as a terrorist organization in 2003 – after the UN Security Council included it in the corresponding list. The removal of this status was discussed earlier: in 2020, the special representative of the President of Russia in Afghanistan Zamir Kabulov said that this could happen after the UN Security Council will make a similar decision. In October 2021, Vladimir Putin said that Russia was “approaching the decision of the Taliban” from the list of terrorist organizations, but this decision should be made again to the UN. However, Russia “cooperates with the representatives of Taliban, invites them to Moscow and is in contact with them in Afghanistan itself,” added Putin. In December 2024, the State Duma adopted a law that allows organizations from the list of terrorist, which was signed by Vladimir Putin. According to the document, a ban on the activities of a terrorist organization is proposed to be canceled by a court decision on the basis of the claim of the Prosecutor General or his deputy. At the end of March 2025, the Prosecutor General’s Office appealed to the Supreme Court with a request to suspend the ban on the Taliban movement.
